When u talk about mono substituted or disubstituted, u can only analyse the stability only if u know the nature of the substituted groups i.e whether they exert + or – inductive effect, hyperconjugation and many such effects. so pls specify the prblm with an example. there is no general rule for the stability of mono or di substituted alkene until and unless the substituted groups are known.

IT IS NOT AFIXED RULE IT ALL DEPENDS ON THE GROUPS ATTACHED WITH ALKENE.STABILITY CAN AND SHOULD BE JUDGED BY INDUCTIVE EFFECT,HYPERCONJUGATION,RESONANCE,AND AROMATICITY.

    THE ODER OF DOMINANCE IS

AROMATICITY>RESONNCE>HYPERCONJUGATION>INDUCTIVE.(IF YOU WANT THE SPECIFIC ANSWER GIVE AN EXAMPLE)

Generally stablity of alkene is determined by steric effect and so generally it is said that mono subs. alkene is more stable than di or tri subs.

You have to specify the alkyl groups also, to check about the, inductive, hyperconjugation and other related effects. It will be better if you move on with a specific example bcoz there is no hard and fast rules for determining the stability. There are several effects to be considered while deciding stability. Also, stability is a relative term.
